Minsk, December 6, 2024

Dear friends,

On behalf of the people of the Republic of Belarus and on my own behalf, I congratulate the citizens of the Republic of Finland on the occasion of Independence Day.

In the long-term history of relations between our countries, periods of constructive cooperation are of absolute value. It was during the time of interaction, and not restrictions, that a large treasure of human contacts was extracted, ties between enterprises and institutions developed, experience was exchanged, projects in the fields of agriculture, wood processing, transport and logistics, education and culture were implemented.

The return of Minsk and Helsinki to a full–fledged dialogue in today's conditions is not a dogma or a political declaration, but a necessity dictated by modern circumstances, a demand of our peoples who want to live in peace and harmony.

Belarus is ready to resume bilateral cooperation with Finland and expand its range, taking into account your country's chairmanship in the OSCE next year.

I hope that Helsinki, as it was 50 years ago, will contribute to the return of the organization to the functional concepts that make up its name — security and cooperation.

On this festive day, I wish all Finns good health, prosperity and confidence in the future.

Aleksandr Lukashenko

To the people of the Republic of Finland
